This building used to be the hotel "Metropol". It was built in 1899 according to the order of Ufa merchant A.A. Nogarev, the owner of the iron foundries in Southern Urals. It was one of the two two-stored buildings connected with the common area that from 1909 also included a restaurant, a cook’s training school and subordinate buildings. The arch windows, the interesting elements of ornament, the firm brickwork distinguished the hotel from other houses.
In the years of the First World War here was "Bred army" of the Ufimian province Zemstvo (elective province council in pre-revolutionary Russia). In this building in March 1917 the first legal meeting of the Bolsheviks created the Ufa Committee of the Russian Soviet Democratic Republican Party (of Bolsheviks) – RSDRP; the province food committee headed by Alexander Tsurupa (1870–1928) was opened there in 1917.
