The building was constructed in 1904 in the strict classical style by the merchant A.M. Parshin for "Siberian Hotel". Here on the 23d of September 1918, an interim All Russian Government (the Ufa Directory) was created on Ufa state meeting. It was located here till the 9th of October, then it moved to Omsk, so it can be considered that in those days of 1918 Ufa was the capital of Russia! After releasing the city from the Kolchak army in the summer of 1919 there was the headquarters of the 5th army of the Eastern front in this building. Now it is The House of Officers. There are memorial boards on the building with the following writings: ‘In this building in 1919 an eminent Czech writer and communist Yaroslav Gashek made a speech for the fighters of the international brigade’; ‘In this building on the 4th of November 1919 M. Barakatulla, a prominent member of the Indian national liberation movement, gave a speech during the Eastern liberation solidarity meeting’; ‘In this building on the 2nd of April 1935 a prominent Soviet writer Alexander Fadeev delivered a speech’; ‘In this building on the 4th of November 1919 an outstanding person in the national and liberation movement of India, M.Barakatulla made a speech at the meeting for the solidarity with the liberation movement of the nationalities of the East’.
